Inhalt
To enrol at a higher education institution, you are required to request that your current proof of health insurance or your exemption from statutory insurance (if privately insured) be submitted electronically to the statutory health insurance scheme. This should be done immediately upon accepting an offer of admission, as the electronic submission of your insurance status must have been completed by the time of enrolment at ABK Stuttgart!
Since 1 January 2022, ABK Stuttgart has been using exclusively the new electronic student registration procedure provided by the statutory health insurance schemes. Consequently, written insurance certificates are no longer accepted for enrolment. Furthermore, presenting an insurance card is NOT accepted as proof of insurance.
Reporting obligations
To ensure the proper assessment, determination and administration of health insurance for students, health insurance companies and higher education institutions are subject to various certification and reporting obligations under Section 199a(2) to (5) of SGB V. These are:
Reporting obligations of health insurance companies:
M10: Insurance status (compulsory or exempt)
M11: Commencement of cover following a change of health insurance provider
M12: Delay in payment of contributions
M13: Settlement of outstanding contributions
Reporting obligations of higher education institutions:
M20: Commencement of studies at the start of the semester and on the date of enrolment
M30: End of studies at the end of the semester and on the date of de-registration/termination
Before enrolment
Under the Student Health Insurance Registration Regulation (SKV-MV), every admitted applicant must provide proof of health insurance or an exemption from the insurance obligation in order to enrol at ABK Stuttgart. This information is sent to us electronically directly by the statutory health insurance scheme. To do this, please request ‘Registration Reason 10 for ABK Stuttgart (sender number H0003273)’ from your chosen German statutory health insurance provider.
You are insured with a statutory health insurance provider or are covered under a family insurance:
In order to enrol at ABK Stuttgart, you must, amongst other things, provide proof of your health insurance status. To do this, once you have accepted an offer of admission, contact your health insurance provider immediately. You must request that they electronically transmit your insurance status to ABK Stuttgart for the purposes of enrolment.
You are privately insured / eligible for civil service healthcare benefits / covered under a private family insurance / covered under the ‘Freie Heilfürsorge’ scheme:
In order to enrol at ABK Stuttgart, you must, amongst other things, provide proof of your health insurance status. Even if you are privately insured, once you have accepted an offer of admission, you must contact any German statutory health insurance provider without delay to request the electronic transmission of your insurance status (exempt from the statutory health insurance obligation) to ABK Stuttgart for enrolment.
You are aged 30 or over:
Students aged 30 or over do NOT need to provide proof of their health insurance status for enrolment. You therefore do NOT need to contact a statutory health insurance provider to have your insurance status forwarded to ABK Stuttgart.
Changing health insurance providers
Request a „Meldung 11: Beginn Versicherung nach Krankenkassenwechsel“ from your new health insurance provider and ask them to notify ABK Stuttgart.
International students
I have an EHIC / GHIC / AT-11. What should I do?
Please submit the following documents to a statutory health insurance provider of your choice and request that they submit a ‘Meldung 10’ to ABK Stuttgart:
- a copy of your EHIC / GHIC / AT-11 (it should, if possible, be valid for the entire first semester)
- a copy of your identity card / passport
- your German address (or, alternatively, your home address)
- Details of your chosen higher education institution (ABK Stuttgart)
Your health insurance provider will then send a notification to ABK Stuttgart confirming that you meet the statutory insurance requirement.
Please note: If you wish to work in Germany alongside your studies (part-time job, student job, self-employment, etc.), your EHIC is not sufficient. In this case, you must obtain statutory health insurance in Germany.
I am not yet covered by statutory health insurance. What should I do?
Please contact the statutory health insurance provider of your choice and submit an application for membership. Please inform your health insurance provider that you intend to study at ABK Stuttgart and ask them to send a ‘Meldung 10’ to ABK Stuttgart.
As soon as you are insured, your health insurance provider will send the relevant notification to ABK Stuttgart.
I am covered by statutory health insurance. What should I do?
Please provide your statutory health insurance provider with your membership number and state that you wish to study at ABK Stuttgart, asking them to send a ‘Meldung 10’ to ABK Stuttgart.
Your insurance provider will then send the relevant notification to ABK Stuttgart.
I have private health insurance. What should I do?
Please contact a statutory health insurance provider of your choice and ask them to submit a ‘Meldung 10’ to ABK Stuttgart. They will check whether your private insurance provides sufficient cover for you to enrol at ABK Stuttgart.
The statutory health insurance provider you have chosen will inform you accordingly. If your cover is insufficient, you will need to take out insurance with a statutory health insurance provider in Germany.
I have travel insurance. What should I do?
Travel health insurance does not provide adequate health cover for the duration of your studies in Germany and is not accepted as proof of insurance. Travel health insurance is only valid for your visa and your entry into Germany, provided the semester has not yet begun.
You must take out statutory health insurance.
After deregistration
ABK Stuttgart will notify your relevant health insurance provider of your deregistration in cases where you are not exempt. You do not need to take any further action.
Legal basis
In accordance with Section 199a of the German Social Code, Book V (SGB V), from 1 January 2022, the transfer of data between higher education institutions and health insurance funds must take place exclusively by electronic means in both directions. This electronic procedure replaces the previous paper-based procedure. Data subject to reporting requirements is exchanged between higher education institutions and health insurance funds as part of the Student Registration Procedure (SMV).
